Budget Allocation & Implementation

The final stage involves engaging with the State Mission for budget allocation, securing funding approval through various government schemes, and providing technical assistance during implementation.

Step 1

Engagement with State Mission

Engagement is carried out with the State Mission to present and discuss the findings from the Village Action Plans, focusing on the total budget required for the construction of community-level Greywater Management (GWM) solutions identified across villages.

The discussions aim to:

  • Align the proposed interventions with available financial resources
  • Prioritize feasible projects
  • Finalize the implementation roadmap

This coordination ensures that the planning and budgeting process is transparent, realistic, and aligned with state-level objectives and funding mechanisms.

Step 2

Funding Approval

Funding approval is obtained for the implementation of identified Greywater Management (GWM) solutions based on the Village Action Plans.

Financial resources are mobilized through various government schemes:

MGNREGA

Mahatma Gandhi National Rural Employment Guarantee Act - provides funding for labor-intensive infrastructure works

SBM(G)

Swachh Bharat Mission (Grameen) - dedicated funding for rural sanitation including liquid waste management

15th Finance Commission

Grants to local governments that can be utilized for sanitation infrastructure

Where required, a convergent or mixed funding approach is adopted to combine resources from multiple programs, ensuring adequate budget allocation and efficient execution of the proposed GWM structures.

Step 3

Assistance in Implementation

Technical assistance is provided to the State Mission on a need basis to support the implementation of GWM solutions identified in the Village Action Plans.

This includes:

  • Guidance on design adaptation
  • Site layout planning
  • Quality assurance and supervision during construction
  • Resolving technical challenges

Support is extended to ensure that the implemented systems align with:

  • Approved designs
  • Engineering standards
  • Environmental guidelines for long-term functionality and sustainability

Implementation Complete

Upon successful completion of all five stages, the village achieves sustainable liquid waste management with properly designed, funded, and constructed GWM infrastructure.

Regular operation and maintenance ensures long-term functionality and contributes to the ODF Plus status under Swachh Bharat Mission (Grameen).
