a. Development of Customised Survey App as per Technical Strategy
A detailed, state-specific survey tool is developed on the KoBo Collect App to ensure standardized and comprehensive data collection across all selected villages.
The survey questionnaire is customized according to the technical strategy and identified typologies, ensuring that it captures the full range of parameters required for effective planning and design of LWM interventions. The survey includes data points related to:
- Village profile
- Water consumption
- Typology of Toilet and Greywater
- Drain End Points (DEP)
- Public water points
The tool also integrates geo-tagging and photographic documentation to ensure accurate spatial mapping of assets and problem points.
b. 4 Steps to Conduct LWM Survey
To maintain consistency and ensure complete data coverage, the LWM survey follows a structured four-step process. Each step involves close coordination with local stakeholders, ensuring participatory data collection and validation.
Training of Master Trainers
Once the survey tool is finalized, a state-level training program is organized to build the capacity of Master Trainers (MTs). These MTs serve as the core technical and operational support team for implementing the LWM survey across districts.
The training modules include:
- Orientation on Liquid Waste Management (LWM) – concepts, importance, and objectives of the state survey
- Familiarization with KoBoCollect App – installation, navigation, form filling, data upload, and troubleshooting
- Guided Mapping Exercise – preparation of village maps and marking of DEPs in collaboration with local functionaries
- Simulation Exercises – mock survey practice on the app using sample forms to ensure accuracy and comfort with the tool
- Field Demonstration – practical sessions in a pilot village to replicate the full survey process, including interaction with community members and data entry validation
By the end of the training, master trainers are equipped with both technical knowledge and hands-on experience to effectively guide district teams and ensure standardized implementation.

Master Trainers Provide Training to Enumerators
Following their training, the Master Trainers conduct training sessions to build the capacity of enumerators who will carry out the surveys in all villages.
The enumerators are also briefed on community engagement, data quality assurance, and ethical considerations during household visits.
